Autorization via Telegram

Implemented authorization via Telegram. It makes no sense to describe the technology, because. you all know perfectly well how it works.  Authorization via telegram is on the regular authorization page here (you need to log out if you want to see how it works).

Adding authorization through VK is not currently planned and is unlikely to be implemented due to obsolescence and the ever-crooked platform.
